    "An Act relating to the selection and retention of court of appeals                                                         
    and district court judges and magistrates; relating to the                                                                  
    qualifications of supreme court justices, superior court judges,                                                            
    district court judges, and magistrates; relating to the duties of the                                                       
    judicial council; relating to the duties of the Commission on                                                               
    Judicial Conduct; and repealing Rule 19.1, Alaska Rules of
